Section 34 of the Rights of Persons with Disabilities(RPwD) Act 2017 mandates appropriate governments to reserve a minimum of 4% of all employment vacancies in all government establishments for persons with benchmark disabilities (PwBMD). 

Within this 4%, there is further subdivision. 

1% is for PwBMD due to visual impairment described as category "a".
1% is for PwBMD due to hearing impairment described as category "b".
1% is for PwBMD with locomotor difficulties.
1% is for a subgroup of PwBMD described as categories "d" and "e".
CATEGORY "d": This group consists of PwBMD due to Mental illnesses, Autism Spectrum Disorders (ASD), Specific Learning Disability (SLD) and Intellectual disability (ID), previously called Mental retardation.
CATEGORY "e": This category consists of PwBMD with more than one disability, also described as persons with multiple disabilities, including any of the above categories a,b,c and d.
